Fiscal Operations

Fundamentals of Fiscal Operations is a 52-hour technical certificate program intended for staff responsible for supervising finance and fiscal operations within County departments as well as employees and managers assigned to finance operations, including budget and fiscal services.

This program will focus on County accounting, budgetary and fiscal policies, and also provide an understanding of the various accounting systems and transactions. The customized curriculum will draw on topic areas including:

  • Internal Controls and Fraud Prevention

  • Disbursements
  • Cost Accounting
  • Contracting Analysis

  • Fiscal Reviews

Working together with other fiscal professionals from all County departments, participants will also learn new skills to help build a high quality workforce. The course will be taught by Auditor-Controller managers and staff, as well as CSU faculty.

Program Logistics

The program is intended for employees who manage or supervise a significant part of a department’s fiscal operation. While these positions may vary from department to department, examples of classifications may include Accountant III, Accounting Officer I, Fiscal Officer I or higher.

This program will consist of 52 hours of classroom instruction plus outside assignments and extensive reading.

Classes will be held on Thursday mornings and two Saturdays. The Thursday morning classes will be held from 8:30 a.m. to 12:30 p.m. The two Saturday classes will be held from 8:00 a.m. to 5:00 p.m.

Employees enrolled in this certificate program will be required to meet standards for attendance and to meet requirements for the certificate. Participants missing over eight hours will be dropped from the program.

Participants must be able to travel to the Department of Public Works and California State University, Los Angeles.

Participants who successfully complete this program will receive a certificate of completion from the Los Angeles County Learning Academy. To receive a certificate, participants will be required to complete testing and other assignments.
