Section Head

The Section Head program, one of the Academy's many certificate programs, is a leadership development program to help prepare qualified employees to compete for future vacancies at the section head or assistant division chief level. This program will provide participants with knowledge of current practices in management, the tools to manage operations in an ever-changing work environment and an understanding of their role in the successful implementation of the County's evolving strategic plan. Participants will also learn the importance of creating and maintaining positive work environments that foster effective communication.

The program consists of 100 hours of classroom instruction plus assignments/group projects over a 14-week period. Content will include current management concepts and practical application in the workplace. The customized curriculum will cover:

  • On Becoming a Manager
  • Elements of Managerial Work
  • Technical Understanding of County Processes
  • Effective Presentations
  • The Leadership Imperative

Each subject area will also emphasize important elements such as business ethics, the use of technology, and customer service improvement processes.  To be awarded the certificate, you must demonstrate competency in each component of the program.

Program Logistics

This program is targeted for County employees who currently meet the minimum requirements to apply for a section head/assistant division chief level position in their department. All applicants must take a prerequiste test to assess each candidate's preparedness to meet university and program requirements.

A list of qualified applicants will be given to each respective department management. Each department will determine the order in which its applicants will attend the program, based upon job performance, the number of training slots allocated, locations of training sessions and the needs of the department.

Classes will be held two half days per week in the late afternoon and one Saturday each month. Course work and assignments will be partly on County time and partly on your own time. Participants who are successful in completing the program will be awarded an Advanced Professional Development certificate by California State University, Northridge and will be eligible for 10 continuing education units. Program costs will be financed through the Los Angeles County Learning Academy.
